WI Walther Wenck becomes Oberbefehlshaber der Bundeswehr

Walther Wenck was initially chosen to become the first General Inspector of the Bundeswehr. In the end he declined, because his demands were not met: From what I know he leaned more to the traditionalist school, which wanted a closer orientation towards the older German armed forces. For example he wanted to be the supreme commander, not the general inspector of the Bundeswehr. So what if his demands had been met? I assume the Bundeswehr would have a tougher standing in the late 60s/70s, but if they got through that they could have become/remained a somewhat effective force. Then again maybe they would have developed the same problems they have otl, given that society would not be changed and the Bundeswehr might have a worse standing in it.
