Potential nations created at the Congress of Vienna

Inspired by the Norway creation thread, what countries were potentially in the running to be created at Congress? Mostly interested in ones that don’t actually exist today. In the past I’ve asked if they could’ve balkanized France but it sounds like the Great Powers didn’t actually want that.

The powers at the Congress of Vienna were fundamentally conservative. Whilst they recognised that things couldn't go back to the way they were before the revolution, they wanted to put it as close to that point as they could get away with

However, potentially a Wettin Rhineland in exchange for a Prussian annexation of all Saxony

Maybe an Italian confederation in emulation of the German one?

Another note is, the Congress tended to favor a slight consolidation of actors. Maybe some variation of Anglo protectorate Corsica can be realized.

Read a Talleyrand biography years back - it praised the Man for averting the Coalition's aims of wanting to balkanize France to avert future troubles. Talleyrand talked them into remaking France a monarchy which probably appealed to most as a change back to prior "power to the peoples" was preferred to the Crowned Rulers of Europe.

What pieces would they have ever wanted to Balkanize France into?
