How could the Chinese Postal Map Romanization be retained instead of being replaced with Pinyin?

Postal Map Romanization is where Peking, Canton, Nanking, Tientsin, Hangchow, etc... originate. What POD would it take to have it remain the current way to romanize Chinese place names?

The most obvious one is to have the Communists lose (or not win) the Civil War - since they were the ones who adopted pinyin.
