Aquatic King of the Jungle - WW1

The Schlieffen Plan goes off without a hitch. France is forced to surrender because all they really care about is Paris (who cares if this isn't true), Russia then sues for peace and something equal to the Brest-Litovsk is drafted.

Great Britain asks for peace right away, which is accepted by Germany due to the blockade. Over the next decade a naval-arms-race occurs between the UK and the German Empire, who wins this arms-race and when it ends, what happens?

Could Germany launch a successful Aquatic King of the Jungle after an arms race? I wont ask if the Germans could right after a short ww1 because I'm assuming the RN would wipe them off the map.

The RN in a walk. The UK has five times the number of yards able to build BB size hull, way more skilled craftsmen, and without the crushing cost of the 1914-18 war, WAY more money.

Every German BB launched would be another sign that the Kaiser was still hot for war. Throw in the U.S. (Congress had a thing for battleships) and Japan (who will be PISSED at losing out on the German Pacific possessions) and you have an arms race that makes the one that bankrupt the USSR and damned near bankrupt the U.S. look like a couple neighbors competing to see who has the best gazebo.

The Imperial Navy's growth and replacement of ships was set by Tirpitz in the famous Navy Laws at the turn of the century. The Germans can't build more unless its authorized by the Reichstag and its more than likely that they won't get many more ships out of the Navy Laws, particularly at the cost of the Army.
