AHC: have the Republic of Pirates survive

Between 1706 and 1718 the Bahamas acted as a lose confederacy of pirates run by an informal pirate code and acting as the defector ruling class of the region. The challenge is to simply have the Republic of Pirates survive at least for a few more decades while still having pirates or something similar to them.

Hmm, maybe to avoid open warfare Europe relies more on privateering and so several nations funnel ships and supplies and most of all money into the area and otherwise argue against destroying it in order to continue using the pirates as a deniable asset against their rivals without needing to risk full on warfare?

The Republic of Pirates becomes a protectorate of either Britain or Spain before eventually rebelling after the American revolution

They actually giving themselves a workable constitution and somehow survive as an entity ? If the disrupt trade routes, they eventually provoke a Great Power invasion.
