The Japanese can’t take the risk. There are reasons the US was included in the first place.
Even absent a Japanese attack, US-Japanese relations deteriorated through 1941. The US was withdrawing the US Navy and Marines from China and reenforcing the Philippines for a reason.

The problem is the USCG has no need for a vessel like a CVE. For the vast majority of its missions, a single vessel with a helicopter or two onboard is sufficient.
